Blue Cross Blue Shield of North Carolina is using the humor of an ad campaign to get across the complexities in the health care system. Take a look at their concept, Let's Talk Cost, here. I think it is really nicely done. Here's one of the ads:

If you take a close look at the comments posted on the BCBSNC 'Let's Talk Cost' site, you'll see that there are very few - EXCEPT for the section on insurance companies, which overflows with negative comments about BCBSNC. Perhaps not the 'range of public opinion' they were looking for?
